Public Comment Instructions for the Public (Via Zoom) on Agenda and Non-Agenda Items
 
The School Closure/Consolidation Advisory Committee welcomes input from the public.  Speakers wishing to address the Advisory Committee on agenda and non-agenda topics must complete this Public Comment Submission Form. Three (3) minutes will be allotted to each speaker, and a maximum of thirty (30) minutes for public comment on agenda items, and a maximum of thirty (3) minutes for public comment on non-agenda items will be allotted during the public comment period.  If the public comment cards exceed (10) cards per section, the Advisory Chair may reduce the time allowed from three minutes to either two (2) or one (1) minutes, per person to hear from more speakers.  The guidelines for public comment will be in accordance with Board Bylaw 9323.
 
In order to discuss District business in an orderly manner, the District is requiring that public comments to the Advisory Board comply with certain procedures, including:
  1. Your Zoom participant name, or phone number, MUST match the name or phone number entered on the Public Comment Submission Form, so that you may be accurately identified.  At the appropriate time, the Advisory Chair or designee will announce your name, at which time we ask that you click "Raise Hand" in the Zoom session.  You will be allowed to turn on the microphone and will have three minutes to address the Advisory Board.
  2. Participants must be logged into the meeting via the Zoom link provided in the public comment submission form.
  3. A speaker may not relinquish his/her time to another.

The Inglewood Unified School District (“District”) is seeking qualified, interested individuals to serve on the District’s School Closure/Consolidation Committee (“Committee”). The role of the Committee is to provide input and recommendations to the County Administrator and District regarding a plan to close/consolidate schools. 
 
Assembly Bill 1840/Education Code section 42161
Assembly Bill 1840 codified in Education Code section 42161 provides a list of benchmarks, which are examples of activities to improve the District’s fiscal solvency, long-term fiscal stability, and recovery. One benchmark includes the adoption of a “school district facility closure and consolidation plan”. The Committee would assist the County Administrator/District in developing a plan and recommendations to close/consolidate schools in alignment with AB 1840/Education Code section 42161.
 
Committee Responsibilities
In accordance with the California Department of Education’s “Closing a School Best Practice Guide” the Committee will review enrollment projections and other pertinent data, have meetings/hearings and provide recommendations to the County Administrator and community. Information to be considered includes but is not limited to the following: enrollment projections, facility capacities and conditions, District financial circumstances, costs of keeping underutilized schools open, feasible options to close/consolidate schools, anticipated fiscal relief from closing/consolidating schools, educational programs at each site and transition strategies. The Bylaws which govern the Committee are attached to this Application. Applicants should read the Bylaws before completing this Application.
 
Appointment of Committee Members
All appointments will be made by the County Administrator from applications submitted to the District. The Committee shall consist of at least seven (7) members from a list of candidates submitting written applications, and based on the following criteria:
        • One (1) member shall be a parent or guardian of a child enrolled in the District.
        • One (1) member shall be a teacher in the District.
        • One (1) member shall be classified employee in the District.
        • One (1) member shall be an administrator in the District.
        • One (1) member active in a business organization representing the business community located in the District.
        • One (1) member who is a landowner in the District.
        • One (1) member of the community at-large.
 
Time Commitment and Term
Initial appointments will be for an estimated period of nine months. All members will be eligible for reappointment by the County Administrator.

The Inglewood Unified School District (“District”) is seeking qualified, interested individuals to serve on the District’s School Closure/Consolidation Committee (“Committee”).
 
Leading into the 2022-2023 school year, the District will engage in extensive short-and long-term facilities planning for its programs and school sites. Through this process, school sites and facilities that are substantially under enrolled or underutilized will be considered for closure or repurposing to improve the District’s fiscal solvency. The District’s educational programs will benefit from this as resources are redirected to improve and grow those programs. The role of the Committee is to provide input and recommendations to the County Administrator and District regarding a plan to close/consolidate schools.
