The Inglewood Unified School District (“District”) is requesting submission of statements of qualifications (“Response”) from qualified persons, firms, partnerships, corporations, associations, or professional organizations (“Firm(s)”) to establish a pool of qualified consultants to perform hazardous material testing and abatement monitoring services during construction activities as needed and directed by District (“Project(s)”).
District is authorized by California Government Code section 4525, et seq., to contract with and employ any persons for the furnishing of architecture, landscape architecture, engineering, environmental services, land surveying, and construction management through a fair, competitive selection process, which District is utilizing. District is also authorized by California Government Code section 53060 to contract with any persons, without any specific procurement process for the furnishing of special services and advice in financial, economic, accounting, engineering, legal or administrative matters, if those persons are specially trained and experienced and competent to perform the special services required.
This request is not a formal request for bids or an offer by District to contract with any Firm responding to this Request for Statement of Qualifications (“RFQ”). District intends to choose one or more Firms that respond to this RFQ to include in its pool of qualified Firms, based on qualifications and demonstrated competence in providing the services indicated herein. Inclusion in this pool and award of a contract will be subject to District’s County Administrator’s approval. All Firms that are currently or in the past have been in District’s independent consultant pool MUST still respond to this RFQ.
Firms that intend to submit a Response must be appropriately certified, licensed, insured, and can be located anywhere, but it must maintain a staffed office within 40 miles of District.

A MITIGATED NEGATIVE DECLARATION
FOR THE Morningside High School Site Upgrade and Woodworth Elementary School Demolition Project

NOTICE IS HEREBY GIVEN that the Inglewood Unified School District (District), as lead agency under the California Environmental Quality Act (CEQA) has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) for the Morningside High School Site Upgrade and Woodworth Elementary School Demolition Project (Proposed Project).
Project Title: Morningside High School Site Upgrade and Woodworth Elementary School Demolition Project
Project Applicant: Inglewood Unified School District
Project Location: The project site is located at Morningside High School and Woodworth Elementary School, situated on approximately 54-acres of District-owned land located in the southeastern portion of the City of Inglewood, within Los Angeles County, California. The site is not listed on any lists enumerated under Section 65962.5 of the Government Code. The existing Morningside High School campus is approximately 48 acres located entirely within Assessor’s Parcel Number (APN) 4030-033-901 and the existing Woodworth Elementary School campus is approximately 6 acres located within APN 4030-033-903.
Project Description: The Proposed Project would involve improvements to the existing Morningside High School campus and demolition of the existing vacant Woodworth Elementary School campus (collectively referred to as the existing Project Site or existing campuses), including demolition of 14 buildings and hardscape on the Woodworth Elementary School campus and demolition of 13 buildings and hardscape (including 12 tennis courts and 6 basketball courts) and replacement of one of the demolished buildings on the Morningside High School campus. The Woodworth Elementary School campus is currently vacant after operations were merged with Monroe Middle School in 2019, creating the Woodworth-Monroe TK-8 Academy. The Proposed Project would also adjust the boundaries of Morningside High School campus, reducing the campus by 17-acres, and would construct new facilities within the proposed Morningside High School campus including a relocated track and football/soccer field (with expanded seating at the bleachers), tennis courts, basketball courts, shotput and discus areas, a softball field, and a baseball field. Stadium lighting, electronic scoreboards, and public announcement (PA) systems are proposed at the football field, softball field, and baseball field. The Proposed Project would also include a ticketing and concessions building, a visitor team storage and restroom building, and a home team storage and restroom building. The Proposed Project also includes improvements to modernize the Morningside High School campus, including exterior improvements to the existing canopies and walkways, doors, windows, and interior improvements to existing Building U (Auditorium), Building H (Shop Class), and Building L (Classroom). Additionally, proposed circulation improvements include an expansion of the existing northwest parking lot and fire lane, a new parking lot near the proposed baseball field and a new parking lot at the proposed football field, an expanded internal pedestrian walkways leading to a proposed safe dispersal area, and Americans with Disabilities (ADA) accessible features. Landscaping and utility improvements would also be included throughout the proposed Morningside High School campus. The Proposed Project would not create additional capacity that would increase the number of students or staff present at Morningside High School, but would provide infrastructure improvements for the existing student body and staff. Project construction is anticipated to begin Summer of 2023 and would occur for a duration of 24 months with a 5-day work week.
Unmitigable Significant Environmental Effects: No significant and unmitigable impacts were identified.
Mitigable Significant Environmental Effects: Significant impacts were identified for aesthetics, air quality, cultural resources, geology and soils, noise, and mandatory findings of significance, however, feasible mitigation has been identified that would reduce impacts in each of these areas to below a level of significance.

The Inglewood Unified School District is requesting responses from qualified firms, partnerships,
corporations, associations, persons, or professional organizations to its request for statements of
qualifications and proposals to perform professional, special, and design-build services as authorized by
Government Code section 4525, et seq., Government Code 53060, et seq., and Education Code section
17250.10, et. seq. “Firm” includes any companies (including partnerships, corporations or sole
proprietorships) that the Firm has acquired an ownership interest in (in whole or in part) or merged with
during the past five (5) years.
